Choose a waterproof access point if there are already network cables to your roof terrace or if you can simply run network cables, for example. This way, you have the most stable network connection. A powerline adapter sends the internet signal via AC power. This means you don't need network cables. You do need to place this powerline adapter indoors, for example in the room next to your balcony. Or under a canopy on your roof terrace.
